Can this product be used to remove water-based spray texture?

No, it is not recommended for spray texture, only popcorn ceiling texture.

What type of surface will remain after using this product?

A non-textured surface. It will reveal the original ceiling surface prior to the popcorn being applied.

Why does it mention “if surface is painted”?

Most acoustic or “popcorn” ceiling texture is not painted and would just require applying the solution to soften the texture. However, if paint had been applied over the popcorn texture, it would be necessary to knock off the tips (paint) so that the solution has a porous surface to penetrate.

Can this solution be used to remove the new #8548-30 Popcorn ceiling Texture - Roll-on?

No. because of the perlite in the #8548-30 it would not work and therefore is not recommended.

The product ran down the walls and dried before clean up. What can I do about the dark streaks coming through?

The best thing is to add another coat of primer then paint.
