What type of oil is on/in the steel wool and why?

Steel wool does contain a slight residue of oil that is left over from the manufacturing process and helps prevent corrosion under ambient conditions. Grades 4, 3, 2, 1, and 0 have a low residue (less than 0.5% by weight) of a water-soluble oil containing petroleum and animal fatty acids. Grades 2/0, 3/0 and 4/0 are made with a mineral oil and may contain up to 2% by weight. To the best of the company’s knowledge, neither will react with a cured phenolic resin-based product such as hard masonite or bakelite. Uncured phenolic resin will probably react with either oil, but will not be severely degraded or be left unable to cure.

Is Steel Wool combustible?

Steel wool is combustible if exposed to a flame or electrical current. The bag reads "When working with steel wool, keep away from live electrical current." Steel wool will not catch fire on it's own.

What is the maximum heat stainless steel wool can endure?

Approximately 1290° Fahrenheit.

Can the steel wool pad be used for pest control? Can I place the steel wool in a canister and light it to keep the pests from coming in?

It is not recommended to have steel wool around any source of open flame. This method of pest control is not recommended. Steel wool can be successfully used to block areas that pests may try to enter, such as around pipes. They will find it hard to chew through the steel wool and enter.

After the first coat of TAT it was orange peeling, I used #000 steel wool on it, and the fiberglass turned black. Why did that happen?

Steel wool will cause the surface to turn black, this happens because of the iron in the steel wool.
